L'Institut National de la Recherche Agronomique (INRA), le Centre de Coopération Internationale en Recherche Agronomique (Cirad), le Centre National de la Recherche Scientifique (CNRS), l'Institut de Recherche pour le Développement (IRD, ex Orstom), Biogemma (Limagrain, Pau-Euralis, Sofiprotéol et Unigrains), Rhône-Poulenc Santé Végétale et Animale (RP-SAV), Bioplante (Etablissements DESPREZ et SERASEM) ont signé en présence de Claude ALLEGRE, Ministre de l'Education Nationale, de la Recherche et de la Technologie la convention constitutive du Groupement d'Intérêt Scientifique "GENOPLANTE".

Génoplante a pour vocation de doter la France d'un dispositif global, cohérent et compétitif pour l'étude des génomes végétaux et la valorisation de ces travaux. Il s'appuie sur l'excellence de la
recherche publique française et sur les compétences des partenaires économiques des biotechnologies végétales et de la filière semences.

Génoplante se propose de :

• faire progresser les connaissances fondamentales et créer une ressource technologique commune en génomique végétale,
• développer une protection industrielle sur des innovations pour l'agriculture, l'alimentation et l'agro-chimie, 
• créer et mettre à la disposition des semenciers des nouveaux outils de précision pour la sélection classique, 
• favoriser le développement d'activités et la création de jeunes sociétés innovantes, créatrices d'emplois, à partir des biotechnologies.

Génoplante doit déboucher sur des semences de qualité, répondant mieux aux attentes des consommateurs et des agriculteurs, du point de vue de la nutrition, de la sécurité alimentaire et de l'environnement.

Les programmes couvrent un champ allant des ressources génétiques à l'analyse génomique des espèces végétales. "Génoplante Générique" développera et coordonnera les travaux sur les génomes des espèces utilisées comme modèles, l'arabidopsis et le riz, et créera d'indispensables outils technologiques en robotisation et en bio-informatique. "Génoplante Espèces" développera des programmes d'analyse du génome sur des grandes espèces cultivées en Europe : maïs, blé, colza....

Le Comité Stratégique, présidé par Paul VIALLE, Directeur Général de l'INRA et dont les 2 vice-présidents sont Alain GODARD, PDG de Rhône-Poulenc Santé Végétale et Animale et Pierre PAGESSE, Président du Groupe LIMAGRAIN et du Comité Stratégique de BIOGEMMA, s'appuiera sur un Conseil Scientifique composé majoritairement de personnalités scientifiques européennes reconnues et extérieures à Génoplante. Le Directoire présidé par Michel CABOCHE, directeur de l'unité mixte de génomique végétale de l'INRA/CNRS à Evry (Essonne).

Génoplante s'appuie sur un réseau de nombreux laboratoires implantés à travers toute la France. Son siège social et deux nouveaux laboratoires, un public et un privé, sont situés au cœur du site du GENOPOLE à Evry (Essonne).

Le budget prévisionnel de Génoplante sur 5 ans s'élève à 1,4 milliard de francs. Les organismes publics de recherche apportent un peu plus de 40% de ce budget et les partenaires privés plus de 30%. Une contribution importante, légèrement supérieure à 25%, est sollicitée des pouvoirs publics : Ministère de l'Education Nationale, de la Recherche et de la Technologie et Ministère de l'Agriculture et de la Pêche.

Génoplante est une structure ouverte, qui a vocation à s'élargir très vite au niveau européen, avec des partenariats de recherche et des collaborations industrielles. Enfin des licences pourront être cédées à des tiers dans une perspective d'aide au développement.

Genoplante, a Plant Genomics Program, set up by both public and private scientific interest groups in France, was signed into existence today in the presence of Claude ALLEGRE, the French Minister of Education, Research and Technology. Génoplante brings together the National Institute for Agronomic Research (INRA), the Centre for International Cooperation in Agronomic Research (Cirad), the National Centre for Scientific Research (CNRS), the Institute of Research for Development (IRD, formerly Orstom) , Biogemma (Limagrain, Pau-Euralis, Sofiprotéol and Unigrains), Rhone-Poulenc Plant and Animal Health (RP-SAV), and Bioplante (DESPREZ and SERASEM).

The aim of Génoplante is to give France a global, coherent and competitive means of studying plant genomes and then to capitalize on such work. The group will benefit from the excellence
of public research in France and the expertise of its commercial partners working in the field of plant biotechnology and the seed industry.

Genoplante intends to:

• further basic knowledge and pool technological resources in
  plant genomics,
• develop intellectual property rights for innovations in agriculture, agrochemicals and the food industry,
• create and offer seed breeders new precise tools for standard plant breeding,
• encourage business development and the creation of young, innovative and job-creating companies in biotechnology-based fields.

Génoplante will result in high-quality seeds, better able to meet the expectations of both consumers and growers in terms of nutrition, food safety and the environment.

The programs range from genetic resources to the genomic analysis of plant species. 'Génoplante Générique' will develop and coordinate work on the genomes of the 'model species'
arabidopsis and rice, as well as creating vital technological tools in the fields of automation and bioinformatics. 'Génoplante Espèces' will develop genome analysis programs for the main species cultivated in Europe: corn, wheat, oilseed rape, etc.

Génoplante's Strategic Committee is chaired by Paul VIALLE, Chief Executive of INRA, and its two vice-presidents are Alain GODARD, Chairman and CEO of Rhône-Poulenc Plant and Animal Health, and Pierre PAGESSE, Chairman of the LIMAGRAIN Group and the Strategic Committee of BIOGEMMA. It will be supported by a Scientific Council consisting largely of leading names in European science, external to Génoplante. The Board of Directors is to be chaired by Michel CABOCHE, Director of the mixed plant genomics unit of INRA/CNRS at Evry (Essonne).

Génoplante will benefit from a vast network of laboratories throughout France. Its headquarters and two new laboratories, one public and one private, are located at the heart of the GENOPOLE site at Evry (Essonne).

Génoplante's provisional 5-year budget stands at FF1.4 billion. Public research bodies will provide just over 40 % of this amount, with private partners putting up 30 %. A significant contribution of slightly more than 25 % has been sought from the government: the Ministry of Education, Research and Technology and the Ministry of Agriculture and Fisheries.

Génoplante is an open structure which aims to rapidly widen its activities to the European level, with research and industrial partnerships. Finally, licences may also be granted to third parties with a view to providing development assistance.
