The European Commission has launched an online consultation on how science and innovation can help the EU ensuring safe, nutritious, sufficient and sustainable food globally.

The discussion is linked to the theme of this year's Universal Exhibition (Expo Milano 2015) "Feeding the Planet, Energy for Life", which aims to go beyond cultural activities and open a real political debate on global food security and sustainability.

The paper was presented today in Brussels by Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, and responsible for the Joint Research Centre, together with Franz Fischler, Chairman of the Expo 2015 EU Scientific Steering Committee.

Commissioner Navracsics said: "The European Union has a vital role to play in tackling the challenges associated with food and nutrition security and sustainability. Expo 2015 offers us a great opportunity to showcase what the EU is already doing in this field. I hope it will also breathe new life into our efforts and further foster international collaboration. I commend the work of the Joint Research Centre and look forward to working on these issues closely with my colleagues, in particular my fellow Commissioners in charge of agriculture, health, research, environment and development."

Chairman Franz Fischler said:"I believe that science and innovation are crucial if we are to guarantee access to safe and nutritious food for all, produced in a sustainable way. We have worked hard to ensure that Expo 2015 has a strong scientific dimension. I hope that the consultation and the discussion paper will steer a global debate."

The consultation will underpin the debate on a future research agenda to help tackle global food and nutrition security challenges. It will focus on the areas where the EU's research efforts can have the strongest impact, such as how to improve public health through nutrition, increase food safety and quality, reduce food loss and waste, make rural development more sustainable, increase agricultural yields through sustainable intensification, as well as how to better understand food markets and increase access to food for people around the world.

The consultation is available online for input by all interested stakeholders until 1 September. The results of the consultation will be published on 15 October, ahead of World Food Day, and will contribute to shape the EU's legacy for Expo 2015. They will complement the scientific programme taking place at the EU's Expo Pavillion, which will bring together experts and decision makers from around the world.

Background

The 2015 World Expo will take place from 1 May to 31 October in Milan, Italy. More than 145 countries and international organisations will take part in this year's exposition and around 20 million visitors are expected. The EU's contribution to the event will draw on the expertise in many areas of the work of different EU institutions and services. Their participation is coordinated by the Commission's Joint Research Centre.

The EU is a crucial player in different areas related to the Expo: It is the world's largest food exporter and second largest importer, but also the biggest development and humanitarian donor. The Expo also coincides with the move from the "Millennium" to the "Sustainable" Development Goals, the European Year for Development, and the International Year of Soils, and this provides an opportunity for the EU to take an important step forward.

Agricultural research and development is one of the most effective tools for substantially increasing agricultural production in a sustainable manner. Horizon 2020, the EU's €80 bn research funding programme for 2014-2020, will invest more than €3.8 bn in research and innovation actions addressing some of our society's biggest challenges like food security, sustainable agriculture and forestry, marine, maritime and inland water research and the bioeconomy.

In the area of health and food safety, the EU's policies set the highest food safety standards in the world and are underpinned by solid science and risk assessment. As nutrition is a major determinant of health, promoting a healthy diet is also a policy objective of the European Commission.

The Joint Research Centre, which is in charge of organising the EU's participation at the Expo, is the European Commission's in-house science service. It has a long standing track record in food safety and security research, including its environmental aspects.

Expo Milano 2015: Den Planeten ernähren – Europäische Kommission eröffnet wissenschaftliche Debatte

Die Europäische Kommission hat eine Online-Konsultation zur Frage gestartet, wie Wissenschaft und Innovation der EU dabei helfen können, die weltweite Versorgung mit genügend sicheren, nahrhaften und nachhaltigen Nahrungsmitteln zu gewährleisten.

Diese Debatte steht im Zusammenhang mit dem Thema der diesjährigen Weltausstellung (Expo Milano 2015) „Den Planeten ernähren, Energie für das Leben“, das über kulturelle Aktivitäten hinausweisen und eine echte politische Debatte über die weltweite sichere und nachhaltige Versorgung mit Nahrungsmitteln einleiten soll.

Ein entsprechendes Diskussionspapier haben EU-Kommissar Tibor Navracsics, zuständig für Bildung, Kultur, Jugend und Sport sowie für die Gemeinsame Forschungsstelle, und Franz Fischler, Vorsitzender des wissenschaftlichen Lenkungsausschusses der EU für die Expo 2015, heute in Brüssel vorgestellt.

Kommissar Navracsics sagte hierzu: „Die Europäische Union hat eine zentrale Rolle bei der Bewältigung der Herausforderungen im Zusammenhang mit der Sicherheit und Nachhaltigkeit von Nahrungsmitteln und Ernährung. Die Expo 2015 bietet uns eine gute Gelegenheit zu zeigen, was die EU bereits auf diesem Gebiet unternimmt. Meine Hoffnung ist, dass die Expo unseren Anstrengungen neuen Schwung verleihen und die internationale Zusammenarbeit weiter stärken wird. Ich begrüße die Arbeit der Gemeinsamen Forschungsstelle und freue mich darauf, in diesen Fragen eng mit meinen Kolleginnen und Kollegen zusammenzuarbeiten, insbesondere mit den Kommissaren für Landwirtschaft, Gesundheit, Forschung, Umwelt und Entwicklung.“

Und Franz Fischler meinte:„Ich glaube, dass Wissenschaft und Innovation eminent wichtig sind, wenn wir allen Menschen Zugang zu sicheren, nahrhaften und nachhaltig erzeugten Nahrungsmitteln gewährleisten wollen. Wir haben uns sehr dafür eingesetzt, dass die Expo 2015 eine starke wissenschaftliche Komponente erhält. Ich hoffe, dass die Konsultation und das Diskussionspapier für die globale Debatte wegweisend sein werden.“

Die Konsultation wird die Diskussionen über eine künftige Forschungsagenda untermauern, die zur Bewältigung der globalen Herausforderungen in den Bereichen Nahrungsmittel- und Ernährungssicherheit beitragen soll. Sie wird sich auf Felder konzentrieren, auf denen die Forschungsanstrengungen der EU besonders viel bewirken können, wie bessere Gesundheit durch Ernährung, sicherere und höherwertige Nahrungsmittel, weniger Verluste und Verschwendung von Lebensmitteln, Ertragssteigerungen in der Landwirtschaft durch eine nachhaltige Intensivierung der Erzeugung, neue Erkenntnisse über die Funktionsweise von Nahrungsmittelmärkten, besserer Zugang zu Nahrungsmitteln für Menschen weltweit.

An der Online-Konsultationkönnen sich bis zum 1. September alle Interessenten beteiligen. Die Ergebnisse der Konsultation werden am 15. Oktober vor dem Welternährungstag veröffentlicht und den Beitrag der EU für die Expo 2015 mitgestalten. Sie werden das wissenschaftliche Programm ergänzen, das im EU-Pavillon auf der Expo geplant ist und Fachleute und Entscheider aus der ganzen Welt zusammenbringen soll.

Hintergrund

Die Weltausstellung 2015 findet vom 1. Mai bis zum 31. Oktober in Mailand, Italien, statt. Es werden über 145 Länder und internationale Organisationen teilnehmen und rund 20 Millionen Besucher erwartet. Für ihren Beitrag wird die EU auf das in den Institutionen vorhandene breitgefächerte Fachwissen zurückgreifen können. Die Koordinierung übernimmt die Gemeinsame Forschungsstelle der Kommission.

Die EU ist auf verschiedenen mit der Expo verbundenen Gebieten ein wichtiger Akteur: Sie ist der weltweit größte Exporteur und der zweitgrößte Importeur von Lebensmitteln und zugleich der größte Geber von humanitärer und Entwicklungshilfe. Die Expo fällt außerdem zusammen mit dem Übergang von den Milleniums-Entwicklungszielen auf die „Nachhaltigen Entwicklungsziele“, mit dem Europäischen Jahr für Entwicklung und mit dem Internationalen Jahr der Böden; dadurch bietet sie der EU die Chance, einen bedeutenden Schritt voranzukommen.

Forschung und Entwicklung im Agrarbereich sind eines der effektivsten Instrumente, um die landwirtschaftliche Produktion substanziell und nachhaltig zu steigern. Aus dem für den Zeitraum 2014-2020 mit 80 Mrd. EUR dotierten EU-Forschungsprogramm „Horizont 2020“ werden über 3,8 Mrd. EUR für Forschungs- und Innovationsmaßnahmen bereitgestellt, die einige unserer größten gesellschaftlichen Herausforderungen betreffen, etwa die Nahrungsmittelsicherheit, eine nachhaltige Land- und Forstwirtschaft, die marine, maritime und limnologische Forschung sowie die Biowirtschaft.

Im Bereich von Gesundheit und Ernährung hat die EU die weltweit strengsten Lebensmittelstandards, die auf soliden wissenschaftlichen Untersuchungen und Risikobewertungen beruhen. Da die Ernährung ein wichtiger Gesundheitsfaktor ist, hat sich die Europäische Kommission die Förderung einer gesunden Ernährungsweise zum Ziel gesetzt.

Die Gemeinsame Forschungsstelle, die die Beteiligung der EU an der Expo organisiert, ist der hauseigene wissenschaftliche Dienst der Europäischen Kommission. Sie verfügt über langjährige Forschungserfahrungen in den Bereichen Lebensmittel- und Ernährungssicherheit (einschließlich der Umweltaspekte).

Expo Milano 2015: la Commissione europea promuove il dibattito scientifico su come nutrire il pianeta

La Commissione europea ha avviato una consultazione online sul ruolo che la scienza e l'innovazione possono avere per aiutare l'Unione europea a garantire cibo sano, nutriente, sufficiente e sostenibile a livello mondiale.

La discussione è legata al tema al centro dell'esposizione universale di quest'anno (Expo Milano 2015) "Nutrire il pianeta, energia per la vita", il cui obiettivo è andare al di là delle attività culturali e avviare un vero dibattito politico su sicurezza alimentare a livello globale e sostenibilità.

Il documento di discussione è stato presentato oggi a Bruxelles da Tibor Navracsics, Commissario per l'Istruzione, la cultura, i giovani e lo sport, che è anche responsabile del Centro comune di ricerca, e da Franz Fischler, presidente del comitato direttivo del programma scientifico dell'UE per Expo 2015.

Il Commissario Navracsics ha dichiarato: "Nell'affrontare le sfide legate alla sicurezza alimentare e nutrizionale e alla sostenibilità il ruolo dell'Unione europea è centrale. Expo 2015 è per noi una grande opportunità, una vetrina per illustrare ciò che l'UE sta già realizzando nel settore. Mi auguro serva anche a rivitalizzare il nostro impegno e a promuovere una maggiore collaborazione internazionale. Desidero esprimere il mio profondo apprezzamento per il lavoro del Centro comune di ricerca e sarò lieto di collaborare su questi temi con i miei colleghi, in particolare con i Commissari responsabili per l'Agricoltura, la Salute, la Ricerca, l'Ambiente e lo Sviluppo."

Il presidente Franz Fischler ha affermato:"Ritengo che scienza e innovazione siano fondamentali per garantire a tutti l'accesso a cibo sano e nutriente, prodotto in modo sostenibile. Ci siamo impegnati a fondo per garantire una dimensione scientifica forte di Expo 2015. Mi auguro che la consultazione e il documento di discussione possano orientare il dibattito a livello globale."

La consultazione sarà la base del dibattito su un futuro programma di ricerca che sia in grado di contribuire ad affrontare le sfide globali della sicurezza alimentare e nutrizionale. Particolare attenzione sarà rivolta a quegli ambiti in cui le attività di ricerca dell'UE possono incidere di più: ad esempio come migliorare la salute pubblica attraverso l'alimentazione, come incrementare la sicurezza e la qualità degli alimenti, come ridurre le perdite e gli sprechi alimentari, come rendere più sostenibile lo sviluppo rurale, come aumentare le rese in agricoltura mediante un'intensificazione sostenibile e infine come migliorare la comprensione dei mercati alimentari e accrescere l'accesso della popolazione al cibo in tutto il mondo.

La consultazione è accessibile online fino al 1º settembre, data entro la quale tutti i soggetti interessati potranno far pervenire il loro contributo. I risultati della consultazione saranno pubblicati il 15 ottobre, alla vigilia della Giornata mondiale dell'alimentazione e contribuiranno a definire l'ereditàdell'UE per Expo 2015. Integreranno il programma scientifico del padiglione UE a Expo 2015, che vedrà riuniti esperti e responsabili politici di tutto il mondo.

Contesto

L'esposizione universale 2015 si svolgerà dal 1º maggio al 31 ottobre in Italia, a Milano. All'edizione di quest'anno parteciperanno oltre 145 paesi e organizzazioni internazionali e sono attesi circa 20 milioni di visitatori. Il contributo che l'UE apporterà alla manifestazione sarà il frutto della competenza maturata in molti settori grazie alle attività di una serie di istituzioni e servizi dell'UE. La loro partecipazione è coordinata dal Centro comune di ricerca della Commissione.

L'UE è protagonista in diversi ambiti che attengono a Expo: è il maggiore esportatore e il secondo maggiore importatore di prodotti alimentari a livello mondiale, oltre a essere comunque anche il maggiore donatore di aiuti umanitari e allo sviluppo. Expo Milano 2015 coincide anche con il passaggio dagli obiettivi di sviluppo del "Millennio" agli obiettivi di sviluppo "sostenibile", con l'Anno europeo per lo sviluppo e con l'Anno internazionale dei suoli e tutto ciò offre all'UE l'opportunità di compiere un significativo passo avanti.

La ricerca e lo sviluppo in agricoltura costituiscono uno degli strumenti più efficaci per realizzare un incremento notevole e sostenibile della produzione agricola. Orizzonte 2020, il programma dell'UE di finanziamento della ricerca per il periodo 2014-2020, che dispone di una dotazione di bilancio di 80 miliardi di EUR, investirà oltre 3,8 miliardi di EUR in azioni di ricerca e innovazione che affronteranno alcune delle maggiori sfide per la nostra società, quali sicurezza alimentare, agricoltura e silvicoltura sostenibili, ricerca marina, marittima e sulle acque interne e bioeconomia.

Le politiche dell'UE in materia di salute e sicurezza alimentare stabiliscono gli standard di sicurezza alimentare più elevati al mondo e si fondano su solide basi scientifiche e su una rigorosa valutazione dei rischi. Dato che l'alimentazione è uno dei principali determinanti della salute, anche la promozione di un'alimentazione sana costituisce un obiettivo strategico della Commissione europea.

Il Centro comune di ricerca, cui spetta la responsabilità di organizzare la partecipazione dell'UE a Expo, è il servizio scientifico interno della Commissione europea. Vanta una lunga esperienza di ricerca nel campo della sicurezza degli alimenti e degli approvvigionamenti alimentari, anche per quanto concerne i relativi aspetti ambientali.
