JOB SUMMARY:
About the Agency

The position is located in the Seed Regulatory and Testing Division (SRTD), Livestock, Poultry and Seed Program in Gastonia, North Carolina. The SRTD is concerned primarily with the regulation of agricultural and vegetable seed under the Federal Seed Act (FSA), a law which requires the labeling of seed in interstate commerce with detailed information, prohibits false labeling and false advertisement.
The incumbent performs regulatory and investigative case work of above average difficulty, coordinates seed enforcement in one of four U.S. regions, and participates in formulating and promulgating policies and programs, including those that provide training in seed sampling techniques and sampling documentation for efficient and effective enforcement of the regulatory program for seed.

DUTIES:
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
- The incumbent plans and coordinates investigations of FSA violations and coordinated enforcement in one or more regions of the country.
- The incumbent reviews documentation of complaints of FSA violations received from State seed control officials, seed shippers, and consumers and determines if the documentation of sampling and test reports are adequate to establish the violation alleged.
- Determines the appropriate course of enforcement action, with limited consultation of the Division Director, as needed.
- Initiates investigation of interstate shipper’s records by mail and compiles the relevant documentary evidence surrounding the violations.
- Prepares charge sheets pertaining to violations for the Division Director’s review and letters to interstate shippers detailing the violations and offering an opportunity to comment.
- Conducts informal hearings to receive the interstate shipper’s presentation of views, reviews facts and recommends appropriate action.
- Prepares, for the Division Director’s signature, letters to seed shippers and other interested parties concerning interpretations of the FSA and Regulations and enforcement policy; contributes items to the newsletter “Items of Interest in Seed” issued by the Division.
- Represents the Division at international, national and regional meetings of associations of seed control officials and other associations holding meetings of direct interest to the Division.
QUALIFICATIONS REQUIRED:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience in enforcing compliance with provisions of laws and regulations designed to regulate or control reasonable services and to maintain fair and compatible practices in the marketing of agricultural commodities or products thereof.
- Skill in using computer programs for word processing and entering information into databases.
- Experience working with State seed laws and regulations.
- Experience working with crop and or seed production and marketing.
- Experience working with seed sampling techniques.
- Experience working with a seed certification system.
OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Agriculture, Botany, Agricultural Business or Agronomy.
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience in enforcing compliance with provisions of laws and regulations designed to regulate or control reasonable services and to maintain fair and compatible practices in the marketing of agricultural commodities or products thereof.
- Skill in using computer programs for word processing and entering information into databases.
- Experience working with State seed laws and regulations.
- Experience working with crop and or seed production and marketing.
- Experience working with seed sampling techniques.
- Experience working with a seed certification system.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Agriculture, Botany, Agricultural Business or Agronomy.
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience working with the Federal Seed Act and regulations, including provisions relating to interstate commerce and seed certification.
- Experience working with a Seed Regulatory and Testing program in order to investigate interstate seed shipments that appear to be mislabeled.
- Experience working with crop and seed production, principles of plant breeding and variety development, and seed marketing.
- Experience working with State seed laws and regulations.
- Experience preparing instructional materials and oral presentations in order to provide instructions or information.
- Skill in using computer programs for word processing and entering information into databases.
- Experience working with seed sampling techniques.
- Experience working with a seed certification system.

Special Conditions:

- Work is generally sedentary and includes using a computer, walking, standing, bending, and carrying of light items such as books and files on a daily basis. A limited amount of seed may be sampled locally which requires standing, bending, climbing ladders, and probing seed bags.
- Some travel is required to participate in meetings and conduct training workshops. Additional travel is occasionally necessary to make investigations and collect official seed samples.
