JOB SUMMARY:

Any required documents must be submitted at the time you apply, as documents will not be accepted past the day the application limit is reached, if applicable.The position is located in the Seed Regulatory and Testing Division (SRTD), Livestock, Poultry and Seed Program in Gastonia, North Carolina. The SRTD is concerned primarily with the regulation of agricultural and vegetable seed under the Federal Seed Act (FSA), a law which requires the labeling of seed in interstate commerce with detailed information, prohibits false labeling and false advertisement
The selected candidate performs regulatory and investigative case work of above average difficulty, coordinates seed enforcement in one of four U.S. regions, and participates in formulating and promulgating policies and programs, including those that provide training in seed sampling techniques and sampling documentation for efficient and effective enforcement of the regulatory program for seed.
This is a multi-level position which covers grades GS-7, 9, 11, and 12 in the career ladder. The position description covers the GS-12 Grade level. At the developmental grade levels, assignments will be of more limited scope, performed with less independence and may reflect limited complexity and personal contacts. At the developmental grade levels, the selected candidate will be acquiring the experience necessary to function at the GS-12 level.

DUTIES:
The duties may include, but are not limited to:
- Plans and coordinates investigations of FSA violations and coordinated enforcement in one or more regions of the country.
- Reviews documentation of complaints of FSA violations received from State seed control officials , seed shippers, and consumers and determiners if the documentation of sampling and test reports are adequate to establish the violation alleged.
- Determines the appropriate course of enforcement action, with limited consultation of the Division Director, as needed.
- Initiates investigation of interstate shipper’s records by mail and compiles the relevant documentary evidence surrounding the violations.
- Prepares, for the Division Director’s signature, letters to seed shippers and other interested parties concerning interpretations of the FSA and Regulations and enforcement policy; contributes items to the newsletter “Items of Interest in Seed” issued by the Division.
- Responsible for the administrative process of all cases. Assures that all FSA case documents are typed correctly, mailed in a timely manner, logged, and filed.
- Represents the Division at international, national and regional meetings of associations of seed control officials and other associations holding meetings of direct interest to the Division.
- Prepares information for and conducts workshops to provide training in seed sampling techniques and sampling documentation. Provides training and guidance to lower graded seed marketing specialists.
