Monitoring, Evaluation, and Learning Manager

Location: Texcoco, State of Mexico, Mexico

We are seeking a dynamic, self-motivated, and service-oriented professional for the position of Monitoring Evaluation and Learning Manager (ME&L) in the Sustainable Intensification Program (SIP).

The position will be based at CIMMYT’s Main Campus in Texcoco, State of Mexico (located 45 km northeast of Mexico City, Mexico) but will interact with all CIMMYT´s regional offices and hubs (region wide) on a regular basis and will initially require substantial time in Guatemala.

Specific duties:

  • Oversee and implement the ME&L activities of the Sustainable Intensification in Latin America projects with special emphasis on USAID funded projects.
  • Work with an interdisciplinary team, the successful candidate will bring along relevant expertise and in-depth experiences conceiving, implementing and rationalizing ME&L approaches in agricultural research for development, preferably including impact pathway analysis and theories of change.
  • Be the focal point for SIP's Latin America ME&L.
  • Support the project operational leader and the strategy leader to periodically review and revise impact pathways, theories of change, Intermediate Development Outcomes, up-scaling and out-scaling strategies and action plans with research teams / leaders to enhance uptake and impact of our work.
  • Monitor scientific work plans, delivery of key milestones and plans, and update as required.
  • Drive and streamline the associated ME&L planning, implementation, reporting and use in alignment with the institutional guidelines.
  • Provide strategic oversight, guidance and quality control of ME&L, including the use of quantifiable output, outcome and Key Performance Indicators (KPIs), and of processes for measuring progress against outputs/outcomes/impact pathways at various levels. Harmonize the integration of M&E&L, including overseeing the quality of the technical information in CIMMYT's Research Management System (RMS) and define and oversee the extraction of project specific indicators for reporting and evaluation purposes.
  • Work closely with the Project Leader, Impact Economist, and Communications specialists to develop and document compelling outcome and impact success stories and to foster institutionalization and internalization of learning processes.
  • Contribute to training of project managers, scientists and partners on ME&L methodologies.
  • Provide guidelines to staff and partners on ME&L metrics and categories to effectively monitor current and future research.
  • Provide monitoring and support to scientists on their deadlines.
  • Conduct quality management of data and feedback recommendations to Project Manager and Project Coordinators on how to improve data provision.
  • Perform other duties as directed by supervisor.

Required academic qualifications, skills and attitudes:

  • Graduation with a master’s degree from a well-recognized university.
  • Substantive (at least 4 years) experience in developing and implementing M&E or ME&L frameworks/systems in large (e.g., more than 500 employees) and complex organizations.
  • Experience in managing data from multiples sources.
  • Experience in integrating lessons from M&E into program/project design and improvement, and/or decision making.
  • Working proficiency in both English and Spanish.
  • Problem solving.
  • Time management and prioritization.
  • Attention to detail.
  • Client service orientation.
  • Written and oral communication.
  • Team player.
  • Effective in multicultural and multidisciplinary environments.

Desirable:

  • Formal training in project M&E/ME&L  
  • Experience in collecting, managing and reporting on USAID/Feed the Future M&E framework.

The position is for an initial fixed-term for three (3) years, after which further employment is subject to performance and the continued availability of funds.
