In the US, it appears that exceptions based on "non-availability" could be granted when the organic seed is quite a bit more expensive than the conventional seed. What is the position of the ESA and IFS on this issue?

Cost of organic seed is not and should not be an issue when it comes to organic produce.

When the final product becomes too expensive because of higher seed cost (which I believe is a false belief), then the product should not be produced organically at all. Again see what is said on page 1.

Either you are consistent and, therefore, believable, or you do not produce.
