From genome editing to insects: Food System Innovations – and how to get there

An international group of almost fifty scientists identified 75 emerging innovations and has drawn up 8 action points with the aim of accelerating the transition to a sustainable and healthy food system. They published their action points in Nature Food. ‘The emerging innovations will contribute to achieve a sustainable food system’, says dr. Hannah van Zanten of Wageningen University & Research, one of the authors.

Today, forty percent of all land on Earth is used for food production. It contributes to land use change, biodiversity loss and greenhouse gas emissions. ‘Major chances in the way we produce our food are therefore required’, says dr. Hannah van Zanten. Such a transition towards a sustainable and healthy food system requires a combined effort of farmers, consumers, food companies and policymakers.

Under coordination of Mario Herrero from the Australian Commonwealth Scientific and Industrial Research Organization (CSIRO) 75 emerging technologies were invested that span the entire food value chain, from production and processing to consumption and waste management. Some we know, such as drones, 3D printing and vertical agriculture. Others require a bigger stretch of the imagination: nitrogen-fixing cereals that do not need fertiliser or feed for livestock made from insects or produced from human sewage.

Action points to foster the transition

While the study focuses on the transformative potential of technologies, it also proposes eight action points that could accelerate the transition towards a more sustainable food system. Of the eight action points in the perspective paper for accelerating the system transformation, at least five revolve around building trust, changing mindsets, enabling social licence and safeguarding against undesirable effects. ‘Therefore, besides technological development a constructive societal dialogue is critical to establish clear transition pathways towards future sustainable food systems’ says dr. Hannah van Zanten.

The first point is building trust among the actors of the food system: farmers, consumers and food companies. This involves a set of shared values about the desirability of different food system outcomes, for example sustainability, provenance and socioeconomic benefit.

The transformation of agriculture requires a learning mindset by the actors of the food system. The need to better understand a technology and to transform mindsets arises particularly in case of technologies whose advantages and disadvantages are still largely unknown for a broad audience, for example reconfiguring photosynthesis.

Social licence, guaranteeing changes and marked incentives

Public investment in technology development should be tied to social licence and technology acceptability. Without engaging all the actors involved potentially powerful technologies may not be adopted, like genome editing for example. .

Expectations about future policies are essential for both public and private investments in technological change. Policies and regulations that are guaranteed can help steer expectations in a desired direction though subsidies or direct investment.

The appropriateness of measures and marked incentives and the factors that are critical to the success of transformational innovations are often context end technology specific. Making market incentives accessible to new entrants is critical, as it is unclear whether transformative innovation will emerge from established industry players.

Safeguarding undesirable effects and ensuring stable finance

There are real challenges in designing policy and investment frameworks to harness the transformational potential of new technologies. Unintended consequences which cause indirect, undesirable effects may be overlooked, especially where public acceptance remains to be determined. Because this transformative change is likely to be unpredictable and its impact variable, stable finance is needed to ensure technology exploration and piloting under real-world conditions to test its effectiveness.

Een internationale groep van bijna vijftig wetenschappers heeft 75 opkomende innovaties bestudeerd en heeft 8 actiepunten benoemd om de transitie naar een duurzaam en gezond voedselsysteem te versnellen. Deze punten zijn gepubliceerd in Nature Food. ‘De innovaties zullen helpen om een duurzaam voedselsysteem te bereiken’, zegt dr. Hannah van Zanten, één van de auteurs van het actieplan.

Op dit moment wordt veertig procent van het land op aarde gebruikt om voedsel te produceren. Dat zorgt voor het verminderen van biodiversiteit en het produceren van broeikasgas. ‘Daarom zijn belangrijke veranderingen in de manier waarop we ons voedsel produceren noodzakelijk’, zegt dr. Hannah van Zanten. Een gezamenlijke inspanning van boeren, consumenten, voedselbedrijven en beleidsmakers is nodig om het voedselsysteem diepgaand en duurzaam te veranderen.

Onder leiding van Mario Herrero van het Australian Commonwealth Scientific and Industrial Research Organization (CSIRO) zijn 75 opkomende technologieën bestudeerd. Die technologieën komen in de hele voedselketen voor: van productie en verwerking tot consumptie en afval management. Sommigen zijn al bekend, zoals drones, 3D printen en verticale landbouw. Anderen vragen wat meer fantasie, zoals stikstof granen die geen kunstmest nodig hebben of veevoer gemaakt van insecten of van menselijke uitwerpselen.

Acht actiepunten

De studie richt zich op innovatieve technologieën, daarnaast hebben de internationale wetenschappers ook actiepunten benoemd. Van de 8 actiepunten om de transitie naar een duurzaam voedselsysteem te versnellen, hebben tenminste 5 daarvan te maken met het opbouwen van vertrouwen, het veranderen van de manier van denken, het realiseren van sociale consensus en het beschermen tegen ongewenste effecten. ‘Daarom is naast technologische ontwikkeling ook een constructieve dialoog met de samenleving essentieel om een duidelijke weg in te slaan naar toekomstige duurzame voedselsystemen’, zegt dr. Hannah van Zanten.

Het eerste punt is een vertrouwensband opbouwen tussen alle partijen in het voedselsysteem: boeren, consumenten en voedselbedrijven. Dit betekent gedeelde normen en waarden over de wens voor een ander systeem, bijvoorbeeld over duurzaamheid en de sociaaleconomische winst.

De transitie van de landbouw heeft een lerende mindset nodig bij alle betrokkenen. Dat is vooral nodig bij die technologieën waarvan de voor- en nadelen nog steeds onbekend zijn voor een groot publiek, zoals het opnieuw configureren van fotosynthese.

Sociale consensus, gegarandeerde maatregelen en stimulering van de markt

Maatschappelijke investeringen in technologische ontwikkeling zouden verbonden moeten zijn met een sociale consensus en een algemene acceptatie van die technologie. Als niet alle partijen van het voedselsysteem zijn aangehaakt, zouden technologieën met een enorme potentie niet geaccepteerd kunnen worden, zoals genome editing.

Verwachtingen over toekomstig beleid zijn essentieel voor zowel de maatschappelijke als private investeringen in nieuwe technologieën. Beleid en regels die zijn gegarandeerd via bijvoorbeeld subsidies kunnen helpen de verwachtingen te sturen in een gewenste richting.

De geschiktheid van maatregelen en de factoren die cruciaal zijn voor het succes van innovaties zijn vaak context specifiek en specifiek voor de technologie. Het is van cruciaal belang om marktprikkels toegankelijk te maken voor nieuwkomers, aangezien het onduidelijk is of de innovatie zal voortkomen uit gevestigde spelers in de sector.

Beschermen tegen ongewenste effecten en stabiele financiering

Er zijn echte uitdagingen bij het ontwerpen van beleids- en investeringskaders om het potentieel van nieuwe technologieën te benutten. Onbedoelde gevolgen die indirecte, ongewenste effecten veroorzaken, kunnen over het hoofd worden gezien, vooral wanneer de publieke acceptatie nog moet worden bepaald. Omdat deze transformatieve verandering waarschijnlijk onvoorspelbaar is en de impact ervan variabel, is stabiele financiering nodig om ervoor te zorgen dat de technologie onder reële omstandigheden wordt verkend en getest om de doeltreffendheid ervan te bepalen.
