How can a seed merchant in a country with no ISTA accredited lab obtain services of an ISTA lab?
In the case that no ISTA accredited laboratory is available in the country concerned, there are possibilities to use ISTA accredited laboratories of an other country. The seed merchant should first confirm with one of these laboratories that they are able to provide the requested services. If an ISTA Seed Lot Certificate (Orange or Green) is not needed it is simply a matter of sending a sample to the laboratory, which can then issue an ISTA Seed Sample Certificate (Blue). This certificate makes no reference to the seed lot and the reported test results relate only to the submitted sample.

If an ISTA Seed Lot Certificate is needed, then a direct linkage to the seed lot is required and the submitted sample must be drawn by a sampler recognized by the testing laboratory. This usually means that the government of the country in which the seed lot is located must have in place a system for training, evaluating and monitoring the sampler. This sampler licensing system would be reviewed by the testing laboratory to determine if it meets the requirements of the ISTA Accreditation Standard. The seed merchant then calls on the recognized sampler to draw the sample and submit it to the laboratory.
